Seriously how will they regulate some one who is sitting in foreign land and tweeting something which is covered under freedom of expression in his/her country? How does court now have jurisdiction over that?

Crime needs jurisdiction not citizenship. Example an Indian passport holder goes on tourist visa to Europe promises a gori to marry her and does ahem ahem and comes back breaking promise. He cannot be prosecuted in Indian courts for breaking Indian law. Same thing is true for Indian passport holders using FOE in USA. It is legal there. You cannot prosecute him in India if some one like Gurmehar feels intimidation she needs to take it to courts in that country.

China has its own ecosystem of duplicate teetar, facebook, WhatsApp, google etc so they can do what ever they want. Plus they have deep pockets to spend money on monitoring content. No idea what Turkey, Vietnam are doing? They don't have money and have huge populations to manage. Pakis and N Korea neither have internet nor electricity so don't count

The Supreme Court of India has expressed concern about the misuse of social media to spread agenda-driven discourse which employs the use of abusive language, aggressive reactions on everyday issues and more. The court expressed anguish at comments by a senior advocate who was also the former Supreme Court Bar Association president, who went on to say that most of the judges are pro-government.
Replying to such accusations, the bench said that people should attend proceedings in the court to see how the courts have hauled up the government to protect the rights of citizens.
Prominent lawyers such as Fali S Nariman and Harish Salve have supported the concerns raised by the Supreme Court. In fact, Salve even went to the extent of deleting his Twitter account as his feed was getting increasingly abusive. Nariman said that he has stopped looking at his social media feeds, which are full of "unwarranted comments." The bench even discussed that an observation made during the hearing on the Rohingya matter was being discussed on social media as if an order was delivered on the matter. This prompted a lot of online users to attack the Supreme Court in their social media messages.
Both Salve and Nariman are of the opinion that social media needs to be regulated to prevent people from posting objectionable and abusive posts. The court bench was hearing a plea seeking restrictions on the proclivity of ministers or public functionaries to make controversial statements on sensitive matters, which may or may not be sub-judice. This was in reference to former UP minister Azam Khan, who commented on a highway gangrape case (calling it an outcome of a political conspiracy) which prompted the survivor's parents to file a case against him.
The court bench was hearing a plea seeking restrictions on the proclivity of ministers or public functionaries to make controversial statements on sensitive matters, which may or may not be sub-judice. This was in reference to former UP minister Azam Khan, who commented on a highway gangrape case (calling it an outcome of a political conspiracy) which prompted the survivor's parents to file a case against him.
The apex court had on 31 July asked the Attorney General to assist it on legal issues, including whether a minister or a public functionary could claim freedom of speech while airing views in matters of official business of the State, such as criminal investigation. However, Khan had on 15 December last year tendered an "unconditional apology" for the remark, which the apex court had accepted.

^^ rather than spending time on SM countering the BS that is being spread around, spend some time making others see the light by sending your own (truthful) stuff. no need to respond to BS directly because that is exactly what is the intent. let the peacefool counter your message and spend cycles. ignore the BS, push out the truth in parallel on the same channels.
use light mockery and total ignoring to defeat the intent which is to get people all agitated and waste time.
what seems apparent is that after 2014, and the surprise they got from namo's deft use of SM, the BIF and islamists have poured huge funding into building a 'army' of SM 'troops' across all outlets, and pays them a retainer to work daily. creating all the posters, memes, etc is also effort and someone has to be paid for it. some new-age media outlets also front end these efforts.
delhi is likely the center for this effort, there are lakhs of ex-students from all across india who are in delhi and looking for jobs or doing some coaching with a interest in earning some extra income. it is also a center of graphic design business who have all the tools for this form of warfare.

Dmk has been very deft in using humor, heckling, righteous outrage, modifying funny dialogues and pics from movies etc to successfully do disinfo, misinfo, half truths, bait n switch, obfuscate and plain old flooding tactics etc to change perception, narratives and many gullible have bought into that.

AAP government missed 14 out of 15 Delhi metro board meetings: Yogendra Yadav
For a party that has been vehemently protesting the hike in Delhi metro fares, representatives of the Aam Aadmi Party attended just one out of 15 meetings held by Delhi Metro Rail Corporation (DMRC) Board. Swaraj India leader Yogendra Yadav alleged that Arvind Kejriwal's party missed 14 of the 15 meetings in the last two years.
Delhi government which has a 50 per cent stake in Delhi Metro, didn't attend meetings of committees related to DMRC's functioning in the last two years. Now they are misleading the people of Delhi," Yogendra Yadav said. He quoted the DMRC's annual financial report for the year 2015-16 and 2016-17. Swaraj India said that Delhi government officials, who are members of various committees, were absent in the meetings- a place where their presence could have made differences if the government intended for them. Delhi government officials are members of committees on audit, operations and maintenance, and property development. AAP has been protesting against the hike in metro fares since Monday. The party had even demanded that the metro functioning be handed over to them so they can run it without a price hike. "What stopped the government from opposing the fare hike when the chief secretary is a member of the fare fixation committee? The annual report shows whether their concerns are genuine or not," said Anupam, Swaraj India's spokesperson, and Delhi unit chief.
